In countries I know of, people don't really go to public bath houses anymore. However, they do maintain them for tourism purposes or for special events.
In the past when people didn't have baths at home, public bath houses were used regularly and it was a place where socialization took place. For example, in some places, the women's bath house was a place where women met each other, talked and even selected brides for their sons. It was also a place where women could entertain themselves with music, singing, dancing and food.
